German Flores

German Flores is a lecturer, researcher, and director of Bilingual Intercultural Education at Ecuador’s National University of Education (UNAE). He holds a doctorate in Higher Education from the Interamerican Open University (UAI), Austral University, and National University of Rio Negro (Argentina). He has a Masters in Latin-American Studies with emphasis on International Relations from the Simon Bolívar Andina University (Ecuador), Psycho-pedagogy from Politécnica Salesiana University, and a Diploma in Andean Cosmovision from the Pontifical Catholic University of America (USA). His research and publications cover issues related to interculturality, pluri-nationality, bilingual education, higher education, and public policy.

Ecuador’s Constitutions provide the framework for discussing interculturality, indigenous people, and higher education in this presentation. The analysis starts with the 1830 constitution and extends to the current 2008 constitution that remains in effect. Through this approach, one can examine the connection between indigenous people and the State. One of the main takeaways from this approach is the State’s consistent exclusion of indigenous populations from the realm of education.
